As mentioned in previous news, the Canada Boder Services Agency has imposed new Anti Dumping investigationon CORE Steel import from Vietnam, UAE and Turkey on November 8, 2019.
Recently, the CBSA has announced more about this Investigation that, the complete response to the Questionnaire must be received at the CBSA’s office in Ottawa, Canada, by December 16, 2019. And the Period of Investigation (POI) is from July 1, 2018 to June 30, 2019.
This period is completely coinciding with the period when Canada started to impose anti-dumping duties on China, Chinese Taipei, India and South Korea. Thus, it can be understood that at the time Canada started to impose taxes, Vietnamese, UAE and Turkey goods had a sudden increase in quantity, leading to this anti-dumping investigation.
However, it is likely that the sudden increase in the amount of goods imported from Vietnam is due to tax evasion of Chinese goods to import into the Canadian market after being imposed tax. Previously, Vietnam had been suspected and investigated about goods from China evading taxes to export to the US market, so most likely, after this anti-dumping investigation will have an investigation against tax evasion from Canada to Vietnam.

The investigation is expected to last from 9 months to 1 year, but maybe after 3-4 months of investigation, Canada will apply anti-dumping duty temporarily for the above HS codes.
During the period from now until the first quarter of 2020, manufacturers and exporters from Vietnam to the Canadian market should be careful to avoid cases of taxation during the shipment.
