On October 15, 2018, the Ministry of Industry and Trade issued Decision No. 3877/QD-BCT on the investigation and application of anti-dumping measures on flat-rolled alloy or non-alloyed pre-painted steel products, imported into Vietnam and classified according to codes HS 7210.70.11, 7210.70.19, 7210.70.91, 7210.70.99, 7212.40.11, 7212.40.12, 7212.40.19, 7212.40.91, 7212.40.92, 7212.40.99, 7225.99.90, 7226.99.19, 7226.99.99 originating from The people’s Republic of China and the Republic of Korea. 

Accordingly, the official anti-dumping duty is applied to more than 20 Chinese exporters with rates ranging from 2.53% to 34.27% and more than 2 Korean exporters with rates from 4.71 to 19.25%.

On December 18, 2020, the Ministry of Industry and Trade issued the first review of the application of anti-dumping measures against the People’s Republic of China after receiving the request for a review of the dumping margin from the foreign exporter: Shandong Yehui Coated Steel Co., Ltd and 4 domestic producers.

Based on records and initially provided evidence of the relevant stakeholder review requests, the Investigating Authority conducted reviews of the following companies:

  • Shandong Yehui Coated Steel Co., Ltd and Shandong Boxing Yin Xiang International Trade Co., Ltd;
  • Yieh Phui Technomaterial Co., Ltd; and
  • Zhejiang Huada New Material Co., Ltd.

The review period for the Investigating Authority to collect data is from October 1, 2019, to September 30, 2020. To access information publicly circulated during the review process, submitting the comments, information and evidence related to the content of the review, interested parties should register as related parties to ensure their own interests within 60 working days from the effective date of the decision to conduct the review.

Within 15 days from the date of the decision to review, the Investigating Authority sends the Questionnaire to relevant parties. The parties are responsible for submitting a full Response to the Investigating Authority within 30 days of the receipt of the Questionnaire and considered for an extension of submitting time no more than 30 days if requested by the parties.

It is expected that after 6 months from the date of the decision to review, the Ministry of Industry and Trade will make the final conclusion on the results of the review whether to continue to impose anti-dumping duty on the above mentioned exporters. For exporters that do not request, the Vietnamese competent authorities will continue to apply the duties as previously specified.
